no reports of a sighting But as we have received news of reliable sighting (Muhaqqaq Ruyat Basari) of the Hilal of Shawwal
from the Moonsighting committee of South Africa We, the Wifaq Ul Ulama hereby announces that Eid Ul Fitr will be on
Sunday the 20th of September 2009.
We would like to take this opportunity to extend our Eid greetings to the whole of the Muslim Ummah. May Allah Almighty
accept the Ibaadaat of the Holy month of Ramadhan, and make this Eid an occasion of Maghfirat happiness and joy. Ameen

Muslim Scholars and Astronomers to Reach Consensus

Riyadh, Asharq Al-Awsat - The Saudi Minister of Justice, Dr. Mohamed Al Issa has stated to Asharq Al-Awsat that the responsibility for verifying lunar sightings has been transferred from the Supreme Judiciary Council to the Supreme Court, according to the new operational system of the [Saudi] judiciary. The verification of lunar sightings has been an issue that aroused considerable debate between astronomers and Muslim scholars over the years.

Al Issa, who spoke to Asharq Al-Awsat following a meeting of the participating judges for the Crescent Observation committee that is being managed by the King Abdul Aziz City for Science and Technology [KACST] said that this indicates that the scientific debate between scholars and astronomers on the issue of verifying lunar sightings is almost at an end, especially with regards to religious occasions such as Ramadan and Hajj.

According to Dr. Issa, the Ministry of Justice is involved in the "Lunar file" and "is keen to bring together the different viewpoints on this issue." The meetings between Islamic Shariaa scholars and astronomers are ongoing in order to bring together their different opinions on the issue of how lunar sightings are verified, as well as whether it is appropriate [under Islamic Shariaa law] to use astronomical calculations to assist in this.

The Minister said "We offer our congratulations on the fruitful collaboration between the Justice Ministry and KACST, which has reduced, to a large extent, the differences of opinion [on this issue]." He added that "the subject of lunar sightings that previously aroused scientific debate between scholars and astronomers, and [debate] even within the Fiqh system itself, is coming to an end, because opinions are converging as a result of enlightened discourse."

According to Minster Issa, the new composition of the judicial system has resulted in the Supreme Court becoming the relevant body for issuing the official verification of lunar sightings, being "at the head of the judicial pyramid, and successor of the permanent body under the Supreme Judicial Council that was previously in charge of this issue."

The new Justice Minister confirmed that the dialogue between the Muslim Scholars and the astronomers, which included discussion on the tools used in [lunar] sightings, "bridged the rift of mutual suspicion [between the two groups]." Issa said "The astronomers believe that the scholars who disagree with them do not rely upon established scientific facts…while some scholars believe that the astronomers hold scientific hypothesis above Shariaa texts"

Issa also pointed out that this debate between the [Muslim] scholars and the astronomers led to the general public lacking a clear viewpoint on this issue due to the lack of serious dialogue [between the two groups]. He added that "Dialogue is useless, unless it positively interacts with the issue by takings the issue's reins, bringing together the [different] viewpoints, and convincing the parties that anyone's opinion is correct but has the potential for error."

The Senior Scholars Council in Saudi Arabia held talks with KACST, and these meetings were described by Dr. Issa as being "a great achievement" especially after they resulted in the Islamic Shariaa reaching a "substantive unity between the Office of the Mufti and the judiciary."

The Minister of Justice said that the provisions of Islamic Shariaa Law cannot in any way contradict scientific facts. He added "If something becomes apparent, then it may be wrongly understood; scientific facts reveal the meaning of texts. This shows the difference between knowledge and ignorance."

He noted that talks with the panel of judges participating in the Crescent Observation committee are exploring this issue on many points, the most important of which is with regards to the uncertainty surrounding lunar sightings. Minister Issa stressed the importance of these special meetings to discuss lunar sightings, which is something that he has written many research papers and reports on, against the backdrop of serious dialogue resulting in substantive outcomes and a mutual consensus between the scholars and astronomers.

Re: Saudi Announcement For The Month Of Sha'ban 1430
Saudi Arabia have once again based the commencement of the Islamic Month on the pre calculated Umm ul Qura Calendar
from Thursday 23rd July (making it 29 days of Rajab). On this occasion they had already declared on the SPA website as early
as the 19th of July (as previously mentioned) that the 1st of Sha'ban will be on Thursday 23rd July because they will be
washing the Ka'bah on that day.

We are all aware that if there is a Solar Eclipse ( http://news.bbc.co.uk/1/hi/sci/tech/8161578.stm ) then there can be no
sighting that day. One of the Great Scholars of recent times, Sheikh Muhammad AsSaleh al Othaimeen clearly mentions this
(Click here to read Fatwa). Note, this is FULLY written Question and Answer in Arabic and translated in English, it's not edited
unlike how certain other organisations do and is in FULL not taken out of context!

It was mainly overcast all over the UK on the evening of Wednesday 22nd July 2009 so we were unable to observe the Hilal
for Sha'ban. There were no reported sighting news from Morocco or S Africa or from anywhere else to the East of UK. We
have therefore completed 30 days of Rajab and the Month of Sha'ban has commenced from Friday 24th July 2009. 15th of
Sha'ban will be on Friday 7th August 2009 Insha Allah.

Sighting of the Hilal For Sha'ban 1430
We had overcast conditions in the South East of UK, although the clouds did clear around 55 minutes after sunset it was too late to observe the Hilal. There was no reliable news from anywhere else in the UK. We have also received negative reports from Morocco and S Africa. Wifaqul Ulama have therefore announced to complete 30 days of Rajab and the 1st of Sha'ban in
the United Kingdom will be from Friday 24th July Insha Allah. Calendar to follow.

Hilaal For Sha'ban 1430
Please observe Hilal for the Month of Sha'ban tomorrow (Wednesday evening - 22nd July). Visibility Map attached as usual.

It would appear that the Moon has already been sighted in Saudi Arabia on the 27th Rajab as the Official News Agency
for Saudi Arabia (SPA) have already announced that Thursday 23 July will be the 1st Day of Sah'ban (making it 29 days
of Rajab) and as traditionally done every year the Holy Ka'bah will be washed on that day.

After receiving recent news that three students of Darul Uloom Leicester had sighted the Hilal of Rabi ul Thaani on 25 April 2009, we requested Moulana Ahmad Sarkar Saheb, Ustadh of Darul Uloom Leicester (a senior Aalim of Wifaq), to take testimonies from the students who claimed the sighting.The testimonies of two students have been accepted, and displayed on our website. One testimony was not approved (as itdid not meet our witness evaluation criteria).

In view of the late testimonies received, we now declare that the month of Rabi ul Thani was of 29 days, and the first day of Jumada Al Ula 1430 AH was on Sunday the 26th of April 2009.

This statement is a clear proof that Wifaq ul Ulama (UK) do not follow any visibility calculations but only naked eye sighting reports (or complete 30 days of the month), as prescribed by our Holy Shariah.

This episode also proves that the Hilal could be sighted in the UK when the right effort is made. There is no need for the people of UK to follow impossible claims of any foreign countries when the Hilal can be sighted in UK (on the 29th day of themonth), especially if the foreign authorities cannot supply us with the much needed witness statements.

Sighting of the Hilal for Rabi Ul Thani 1430AH
Alhamdullilah, several brothers gathered on the rooftop of Masjid e Umer, in Walthamstow, London, to sight the moon.
Alhamdullilah, ten of us including myself ( Moulana Muhammad Shoyaib Nurgat, Imam masjid e Umer and Bhai Abdul Aziz) saw
the moon of Rabi ul Thani with our naked eyes. Shaikh Sulaiman (Imam of Tooting mosque), Brother Yakub from upton lane,
Brother Nagman and eight Senior students of Madressa Targhibul Qur'aan Walthamstow also witnessed the moon. Hence the
Wifaq ul Ulama declares that the month of Rabi ul Awwal had 29 days, and the First of Rabi ul Thani will be on Saturday the
28th of March 2009

Raah e Aafiyat Apology‏

We welcome the apology printed in the Mach Issue of Raah e Aafiyat, but we are saddened by the fact that Mufti Mustafa Saheb as yet has not understood our position on this issue.

The Wifaq Ul Ulama or any one from the Ulama e Deoband, do not base their decisions on ‘New Moon theory’ or ‘Astronomy’ as he describes. Rather ALL our decisions are based on ‘Muhaqqaq Ru’yat e Basari’ , which means actual sighting with the naked eye. If there is anyone that are basing their Months on the ‘New Moon’ it is Saudi Arabia, in Months other than the Months of Ibaadaat. This is well documented not only by Saudi authothrities but also by Moonsighting Committees here in the UK who follow Saudi announcements.

The Wifaq ul Ulama have a very strict criteria of announcing the Islamic Months after receiving credible testimonies, as we have set out in the Criteria found on the website. This criteria has been endorsed by all our Major Institutions, including Darul uloom Deoband, Mazhir ul Uloom Saharanpur, Jamia Islamia Dabhel, Darul Uloom Karachi, Jamia Farooqia and others.

English Response to Mufti Mustafa Mastan Sahebs 'Raah' e Aafiyat Article
After reading the unreasonable article on moonsighting in the monthly ‘Raah e Aafiyah’, the mouthpiece of Darul Uloom
London, we did think about giving a very detailed answer, but then having read the article a few times, we discovered that
Allah SWT sometimes make the mischief makers tell the TRUTH!

On page 10, Molvi Sutrayly writes; “The Saudi Arabian authorities have deployed moon sighting committees in every city,
whose responsibility is to meet on the 26th of the Month!! To search for the moon, this is done in different ways:

1) Announcement is made that whoever sights the moon should go to the nearby centre and testify.
2) If there are high mountains people go to the top to sight."
3) A helicopter is sent up to its highest point."

This statement proves what Wifaq Ul Ulama have been saying all along: that there is a problem in the Saudi Moonsighting
announcements. Now if, as Molvi Sutrayly is saying, attempts of moonsighting are made on the 26th, how will the news
from Saudi ever be correct?????????

Before any article is printed, we would strongly advise Mufti Mustafa Saheb and his team to read the contents. If they are in
any way distorted, false or abusive then they should refrain from printing and distributing such articles. This gives a bad name
to our institutions and our Ulama e Kiraam. To write, print and publish an article which accusses those Muhtaat Allah fearing
Ulama, who are following the more cautious approach of local sighting (which is by the way the method instructed by our
beloved Nabi Sallahu Alaihi Wa Sallam, and deemed by the jurist as Wajib Alal Kifayah) of “licking the remnants of the paan
spat out by the Queen of UK” is deplorable. We can only hope that these publishers and writer come to their senses and
withdraw this very disgusting accusation.

We do not want to go any further into this short statement, apart from the fact that sometimes Allah SWT makes those
people who want to distort the facts and the truth tell the TRUTH, and this is one good example of this.

Important Announcement for Dhul Hijjah 1429AH

Many of us attempted sighting in London after Maghrib Salah today Friday but as it was overcast there was no possibility of a sighting. We have no confirmed sighting report from anywhere else in the United Kingdom although sighting was attempted in many places in the UK. The conditions were reported to be clear in the North West of England.

Alhamdullilah the Wifaqululama are pleased to announce that we have received reliable news of actual Sighting (Muhaqqaq Ru'yat e Basri) of Hilal of Dhul Hijjah from South Africa. Hence we declare that the Month of Dhul Hijjah will commence today 28th November (after Maghrib). The 1st of Dhul Hijjah will be on Saturday 29th November 2008. Insha Allah Eid ul Adha will therefore be on Monday the 8th of December 2008.

The meeting commenced with a brief introduction from the host, Mufti Muhammad Gaibee Saheb. A set of rules were clearly outlined for the audience to follow, which included amongst other things:

We are very pleased to announce that the Ulama of Wifaq held a very successful seminar in Birmingham on Saturday the 22nd of November. The programme, in English and Urdu was very well attended and much accepted by the majority of the locals present. May Allah SWT accept the gathering, and make it a source of inspiration for all to follow what is correct. Aameen.

We were very pleased to witness the presence of a large group of Ulama representing Jamiat e Ulama and, the supporters of Jamiat, in the gathering. All the lectures were heard without any interference from anyone, and according to the feedback we have received, the seminar proved very beneficial for the majority of those present.

Unfortunately, towards the end of the programme, during the Q&A session, we were deprived of the opportunity to answer the questions of the audience by those who had come with the intention to disrupt the gathering.

It very much disheartened us that, at the end of the gathering, some senior Ulama/members/supporters of Jamiat, despite being aware and being reminded time and again that this was a seminar to be presented by Wifaq Ul Ulama exclusively, caused a major disruption by demanding that they wanted to speak aswell. The host Mufti Muhammad Ghaibee Saheb, had made it very clear that the questions can be asked in a “written form only,” AND further “NOBODY is allowed to interrupt the speaker, nor WILL ANYONE BE GIVEN PERMISSION TO SPEAK OTHER THAN THOSE WHO HAVE BEEN FORMALLY INVITED TO ADDRESS THE GATHERING. THOSE WHO DO NOT WANT TO ADHERE TO, OR ACCEPT THIS RULE ARE KINDLY REQUESTED TO DEPART FROM THE GATHERING.” When this was announced those who had come by ‘self invitation’ with the intention to address the gathering should have left instead of causing a disturbance, which was a terrible example to leave behind for all those innocent Awaam including the youth. Respect and Izzat is a great Ne’mat from Allah SWT which should be valued at all times.

The behaviour of the Ulama and especially senior Ulama (who are Sahib E Nisbat) should be an example for all, but unfortunately the example given by some, was nothing short of disgusting. May Allah SWT forgive us and them, and May Allah guide us on the Siraat e Mustaqeem at all times. Aameen.

We condemn the comments of the Senior Aalim of Birmingham towards the host, Mufti Muhammad Ghaibee Saheb, whom we saw, and regarding whom the majority of locals hold the view “as a very sincere and an able Aalim e Deen.” The Senior Aalim Saheb who claims to have done so much for the sake of Deen, should lead by example and set an example through Aqhlaaq e Hasanah and good manners. The words used by this senior Aalim did not befit his age nor the position he was claiming he holds.

 I remind all, of the very wise words of our beloved Nabi Sallal lahu Alaihi Wasallam:
“Whosoever has faith in Allah and in the last day, should either speak well or remain silent.”

Eid ul Adha is on the 10th of Zil Hijjah (only on local date) Eid ul Adha is not an Eid ul Hajj!!

Unfortunately, there is a common misunderstanding amongst the people that when it is Yowm ul Arafah in Saudi Arabia, the whole world has to celebrate Eid ul Adha on the next day. Our selves and Many people in other parts of UK have attempted to sight the Hilal of Zil Qa'dah, but were unable to so, nor did we receive news of reliable sighting from any where else, hence the Wifaq ul Ulama announces that Thursday 30th of October 2008 shall be the 30th of Shawwal 1429 AH in UK and 1 Dhul Qa'dah 1429 AH will be on Friday, 31 October 2008

On Wednesday 29 October 2008, corresponding to 29 Shawwal 1429 AH, I and a scientist colleague of mine have tried to sight the crescent moon (Hilal) from York after the Magrib (sunset) prayer to practice upon the Sunnah of Prophet Muhammad (S). The sky was overcast with patchy-clouds on the left side of the sunset position and so it was not possible to sight the Hilal by the naked eye or binoculars (Bessel 10x50).

Many people in other parts of UK have also attempted to sight the Hilal, but they could not do so either. Furthermore, we have been unable obtain any reliable Hilal sighting news from any countries in the east of UK either (as per the criteria adopted in UK). Therefore, the Ulama (including Wifaq and Batley) have decided that tomorrow, Thursday 30 October 2008 shall be 30 Shawwal 1429 AH in UK and 1 Dhul Qa'dah 1429 AH will be on Friday, 31 October 2008 (completing 30 days of the month), Insha-Allah.

Two of us attempted to perform the sighting tonight for the Dhul Qa'dah crescent in Oxford on 29 Shawwal, Wednesday 29 October, immediately after Maghrib prayers at the usual site. The local horizon is cloudy and the new crescent could not be sighted. By 'Isha time there were no reports of any credible sighting east of our location; rather, we received news of negative sightings in Morocco, South Africa, and Indonesia. Therefore, we should be completing 30 days [istikmal] for Shawwal, so the first day of Dhul-Qa'da should fall in the UK on Friday 31, October (beginning from Maghrib, 30 October).

Note: Who says hilal cannot be sighted in the U.K.? If the effort is made on the correct day and the conditions are right, then it is possible. This effort, which is Fardh Alal Kifaayah needs to be revived.

Lancashire Council of Mosques Moonsighting Seminar

Alhamdulillah the Wifaq Ul Ulama had a successful Moonsighting seminar this Sunday (06/07/08) in Blackburn. This seminar was hosted by the Lancashire Council of Mosques for the Ulama and 3 Committee Members of each Masjid in Lancashire. Alhamdulillah more than 250 Guests from approximately 10 Towns across Lancashire attended the seminar. We ask Allah Almighty that he accepts our efforts, and also the efforts of the LCM for inviting the Wifaq ul Ulama to give a Moonsighting presentation to the people of Lancashire.
