Wifaqul Ula­ma have there­fore decid­ed that 30 days of Dhul-Hij­jah will be com­plet­ed and Muhar­ram 1439 will begin from Fri­day, the 22nd of Sep­tem­ber 2017. This cres­cent was seen in Toulon (France) on the 21st of Sep­tem­ber 2017 (this is just for the record as the pre­vi­ous day it was not seen).
