Shaykhul-Islam Mufti Taqi Usmani (HA) in a talk given during Ramadhan advised Muslims to recite this Dua and attributed it to the Prophet (Sallallaho Alaihe Wassallam).
He received a letter enquiring about its authenticity to which a reply was given:
Your correspondence addressed to Hazrat Maulana Mufti Taqi Usmani Saheb (DB) was received. It concerns a Dua mentioned in a talk given by Hazrat (DB), as per his instructions the response is as follows:
Indeed, the chain of transmission (connected to) Nabi Kareem (Sallallaho Alaihe Wassallam) is extremely weak. Therefore, its attribution towards Nabi Kareem (Sallallaho Alaihe Wassallam) should not have been mentioned and it will be paid attention to in the future. We appreciate that you have directed our attention towards this matter.
